Sir,
I am directed by the Board of Trade to acknowledge the receipt of your letter 42582/1903 of the 30th ultimo transmitting a copy of an ordinance which has been passed in Hong Kong to exempt certain ships from the requirements of Section 4 of the Merchant Shipping Consolidating Ordinance No.36 of 1899, together with a copy of a report on the Ordinance by the Attorney General of Hong Kong; and in reply I am to state for the information of Mr Secretary Lyttelton that the Board of Trade see no reason why the Ordinance should not be allowed to come into operation.
The Board are advised that no Order in Council is necessary to confirm the Ordinance as it appears to have been made under the provisions of Section 736 of the Merchant Shipping Act, 1894.
The despatch, with enclosures, from the Governor of Hong Kong forwarded with your letter is herewith returned.
